Planned Maintenance Program at Nursing Home

Acting on behalf of : The Trustees of Horsfall House, a forty-four bedroom nursing home located at Minchinhampton, Gloucestershire.
The home, Horsfall House, was the brainchild of a local doctor, Dr Booth, and over the past 25 years has expanded to its current configuration as funds allowed


The Brief

To assess the building and formulate a strategy to ensure the building is fit for purpose meeting current legislative building and care provision requirements and which will ensure sustainability for the next 10 – 15 years.


Challenges included
• the age of the original buildings and the fact that a number of extensions had been added there was little in the way of a planned property programme which would allow for budgeting over a two, five and ten year cycle

• In terms of the works to be completed, great care must be taken to ensure minimum disruption to the clients who occupy the rooms, while maintaining the smooth running of the home


The Solution

• Chris Price, director at PACT, was appointed as a Director of Horsfall House with the brief to look after the property and undertake upgrades as required.

• The first step was to commission a Full Planned Preventative Maintenance Survey and report to give a clear picture of the current position and potential liabilities.

• Going to tender for the work and receiving quotations of significant variations.  After due consideration of cost and competence selecting the building surveying team, Stride Treglown, to complete the review which was to include the mechanical and electrical (ME) fixtures as well as the buildings.

• A full and comprehensive report was prepared for the board, whom agreed to the principal findings of the report with budgets being prepared accordingly.


The Result

An agreed Planned Preventative Maintenance program established to enable the Trustees to meet their obligations toward the upkeep and safety of the home and to support future budgetary and capital expenditure planning.

Consideration to the report was given and recommended preventative action prioritised into Urgent; necessary, but not time dependent; upgrading, and to be done when funds allowed.  Prioritisation was given to

1) Replacement of Old Boilers
2) Upgrading of the fire alarm system and compartmentalisation of the building
3) Replacement of the old oil tank for the standby generator, and
4) maintenance works to the roof


Cost Savings:
Competitive pricing tenders were sought to for the replacement boilers which are now installed and resulting in significant savings on the use of gas, with costs anticipated being recovered within 6 years


The Future:
Over the next two years all the remaining works will be completed and a programme of annual maintenance and repair implemented
